Topic: On the Transition of Discourses about CCTV: From Crime Prevention to Care and Watching

Abstract: The purpose of this report is to examine the process of CCTV’s transformation from “crime prevention” to “watching” through case introduction of CCTV by Itami City. Therefore, this report is organized as follows. First, the history of the discourse of CCTV in Japan is outlined. Secondly, I will introduce the case of Itami city CCTV introduction. Thirdly, we will examine the change of discourse over CCTV and clarify the problem.
